1. Small Business subcontractor is a concern, including affiliates, that for subcontracts valued at $10,000 or less, does not have more than 500 employees and for contracts more than $10,000, does not have employees or average annual receipts exceeding the size standard in for the product or service it is providing on the subcontract.

2. Small Disadvantaged subcontractor is a Small Business concern which is at least 51 percent unconditionally owned by one or more U. S. citizens of the following socially and economically disadvantaged individuals:

a. Black Americans
b. Hispanic Americans
c. Native Americans (American Indians, Eskimos, Aleuts, or Native Hawaiians);
d. Asian Pacific Americans (persons with origins from Burma, Thailand, Malaysia, Indonesia, Singapore, Brunei, Japan, China (including Hong Kong), Taiwan, Laos, Cambodia (Kampuchea), Vietnam, Korea, The Philippines, U.S. Trust Territory of the Pacific Islands (Republic of Palau), Republic of the Marshall Islands, Federated States of Micronesia, the Commonwealth of the Northern Mariana Islands, Guam, Samoa, Macao, Fiji, Tonga, Kiribati, Tuvalu, or Nauru)
e. Subcontinent Asian Americans (persons with origins from India, Pakistan, Bangladesh, Sri Lanka, Bhutan, the Maldives Islands or Nepal

In assessing the personal financial condition of an individual claiming economic disadvantage, his or her net worth must be less than $750,000 after taking into account the exclusions set forth in Sec. 124.104(c)(2).

3. Women-Owned Small Business subcontractor is Small Business concern which is at least 51 percent owned by one or more women; or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more women; and whose management and daily business operations are controlled by one or more women.

4. HUBZone Small Business subcontractor is Small Business concern which appears on the List of Qualified HUBZone Small Business Concerns maintained by the Small Business Administration. HUBZone is defined as a historically underutilized business zone that is an area located within one or more qualified census tracts, qualified nonmetropolitan counties, or lands within the external boundaries of an Indian reservation.

5. Veteran-Owned Small Business subcontractor is Small Business concern which is at least 51 percent owned by one or more veterans or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more veterans; and whose management and daily business operations are controlled by one or more veterans.

6. Service-Disabled Veteran-Owned subcontractor is a Veteran-Owned Small Business concern which is at least 51 percent owned by one or more service-disabled veterans or, in the case of any publicly owned business, at least 51 percent of the stock of which is owned by one or more or more service-disabled veterans; and whose management and daily business operations are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. Service-disabled veteran means a veteran with a disability that is service-connected..

7. Historically Black College or University is an institution determined by the Secretary of Education to meet the requirements of 34 CFR 608.2. For the Department of Defense, the National Aeronautics and Space Administration, and the Coast Guard, the term also includes any nonprofit research institution that was an integral part of such a college or university before November 14, 1986.
